To install PlexMediaServer 0.9.9 on Elementary OS Luna, you can do the following steps:
Download PMS deb package from the internet. Simply click the following links
Install the package using command line
For 32 bit system
sudo dpkg -i plexmediaserver_0.9.9.7.429-f80a8d6_i386.deb
For 64 bit system
sudo dpkg -i plexmediaserver_0.9.9.7.429-f80a8d6_amd64.deb
